Make a well in the center and add vegetable oil, vanilla extract, vinegar, and warm water. Whisk until a smooth batter forms.

Pour batter into the prepared pan and level the surface. Bake for 30–35 minutes or until a toothpick inserted in the center comes out clean. Cool in the pan for 10 minutes, then transfer to a wire rack to cool completely.

Heat heavy cream in a small saucepan over medium heat until just simmering. Remove from heat, add chocolate chips and butter, and stir until completely smooth and glossy.
