In a medium, heavy-bottomed saucepan, whisk together coconut milk or coconut cream, milk, and cocoa powder until the mixture is completely smooth.

Place the saucepan over medium-low heat. Whisk occasionally and gently heat until the mixture reaches a low simmer. Remove from heat immediately once it simmers.

Add chopped dark chocolate to the hot mixture. Whisk continuously until all chocolate is melted and the mixture is glossy and homogenous.

Pour the chocolate mixture into popsicle molds. If using horizontal-style molds, allow the mixture to rest at room temperature for about 10 minutes or until slightly thickened before pouring.

Transfer molds to the freezer and freeze for a minimum of 6 hours, or until completely solid. Unmold just before serving.
